"It seems that the state's process of thinking must have been this. Among the many different things that people need in a cultured mode of life and that the state tries to provide its citizens as cheaply and comfortably as possible, among these many different thing, such as public security, water, lighting, roads, pavement, etc., etc., there is in addition - an eternal happiness in the life to come, a necessity that the state likewise ought to satisfy - how generous! - and in as inexpensive and comfortable a way as possible. Naturally it will cost money, since without money one gets nothing in this world, nor even a certificate for becoming eternally happy in the next world. No, without money one gets nothing in this world. But what nevertheless makes the state the greatest blessing to individuals is that it procures this more cheaply than if the individuals were to take private arrangements, also more securely, and finally, as comfortably as only the grandiose can do it."
